2012 Simulated Emergency Test (SET)

This year’s SET is centered on EOC Hospital and Shelter Communications. This is a Metro Wide Homeland Security Exercise and Evaluation Program (HSEEP) registered exercise. The SET will be exercising a number of communication assets in addition to evaluating communications from Red Cross Shelters.
Your participation is important to the success of the exercise.

Exercise: 2012 MECC Simulated Emergency Test
Date: Saturday 10-6-12
Time: 0700 to 1200 hours
The documentation for the Simulated Emergency Set will be completed and will be added to the RACES website on Friday 10-5-12.
The schedule for the exercise is listed below. The EOC will be open at 0700.
The planning team is requesting that all participants report to the EOC no later than 0745.
Hospital Teams:
The Hospital Teams are welcome but do not need to report to the EOC at the opening of the Exercise. We do request that the Hospital teams deliver the paperwork to the EOC following the completion of the exercise. This paperwork must be delivered to the MECC later in the afternoon.
Additional information and the Player’s Handbook will be posted on the RACES website, www.wycoraces.org on Friday 10-5-12.

Simulated Emergency Test Exercise Objectives and Tasks

Objectives:
- Test the ability to notify and deploy radio operators to pre-determined locations.
- Coordinate and deploy radio operators to multiple sites and set-up a communications reporting protocol system to Emergency Management
- Test simplex, repeater and digital communications capabilities from multiple sites.
- Gather and verify communications requirements (e.g. set-up location, equipment, power, antenna) for each facility and report status to a station capable of passing this information to Emergency Management.
- Verify and report Latitude / Longitude of each site and confirm point of contact information .
- Successfully report and transmit Hospital diversion status and bed counts via voice and APRS.
- Test communication via the RACES, CERT and JARS repeaters.
- Test team locations via APRS and the Big Red Bees.
- Setup and test communications between the EOC and the Mobile Command Vehicle (MCV) and Communications Trailer.
Tasks:
- Notify RACES members via the paging system to report County EOC for briefing and deployment
- Prepare and distribute briefing materials to operators, net controllers and other applicable personnel
- Develop and distribute a frequency plan to achieve the overall objectives of the exercise. (ICS-205) The form is located at http://www.wycoraces.org/membersonly/icsforms.html Username: wycoraces Password: emcomm
- Establish how and what communications are to be reported and when between operators, net controllers and other players
- Have all operators report en-route and on-site at all locations to their respective net controllers.
- Develop and utilize a master data collection system for data sharing with Hospitals, Red Cross and Emergency Management
- Test communications capabilities:
-Repeater capabilities between all sites to WyCo RACES net control
-Simplex capabilities between the EOC, KU and PMC.
-APRS capabilities from all sites and APRS transmit capabilities for those stations and are capable
-Simplex capabilities between all sites to WyCo net control
-Simplex capabilities between shelter operations sites and WyCo Net Control
- Capture or confirm longitude and latitude data from all sites
